The U.S. - Mexico border cities of Calexico in California's Imperial Valley and Mexicali, the capital of Baja California del Norte, with a combined population of over one million people, are well positioned to become the bi-national hub of one of the hemisphere's leading regions in renewable energy production -- even a veritable “Saudi Arabia of Green Power” -- in the coming green economy.

 

The Green Border Technology Park Initiative proposes to establish a strategic alliance between the cities of Calexico and Mexicali to become the “Green Gateway to the Americas.” Imperial Valley and Baja California contain a range of assets that could transform this rapidly growing urban center and its surrounding region into an international green technology manufacturing and bioscience center that plays a leading role in global efforts to combat climate change and protect and improve the quality of life in developing and developed countries by creating a notable part of the emerging green economy of the 21st century.

 

The border region of Southern California and Baja California del Norte has every reason to become an international center for the development of renewable energy technologies exploiting the region's wind, solar, biomass, and geothermal resources. This green power will be exported to California's (green!) power-hungry counties of Los Angeles, Orange, and San Diego, an area with a population of over 18 million people today and of many more in the coming years. The region also is well positioned to become a center of education and training in renewable energy technology development and deployment.

A major economy driver for the Green Gateway Parks is California’s A.B. 32 Renewable Energy Portfolio Standard of 20% by 2020 mandate. California is leading America's charge in reducing greenhouse gases through a comprehensive Scoping Plan developed under the California Air Resources Board (www.arb.ca.gov).

 

A cluster of Green Gateway Parks in Calexico and Mexicali can be the cornerstone to transform both states to contribute materially to and become leaders in the green economy. The City of Calexico has established a 14,636-acre Green Enterprise Zone to incentivize major green industries to locate in the zone -- within which Town Center Plaza is developing a 'Green E Zone' / 'Zona Verde' (E=enterprise, empowerment, economic, environment, entrepreneur, education and entertainment) technology innovation center with the Green Technology Institute of the Tom Bradley Legacy Foundation, Inc. This development is also a part of a U.S. Foreign Trade Zone.

South of the border, the City of Mexicali has developed a 10,000-acre (4,000-hectare) Silicon Border Science Park, and has contracted with Germany's Qcell corporation to manufacture solar-photovoltaic panels to supply the large development of solar farms proposed for the desert region of Southern California.

 

The Silicon Border high-technology science park will cater to the specialized needs of solar cell-production and semiconductor-process technology. Silicon Border provides a cost-effective and competitive manufacturing alternative in North America for emerging and global companies. Improving upon the world’s leading technology parks, the Green Technology Park’s world-class infrastructure and education component supports the stringent requirements of the semiconductor, solar, LCD, LED, aerospace and biotechnology industries.

 

The border region's human assets need to be cultivated alongside the development of its natural resources. The Green Technology Institute (GTI) of the Tom Bradley Legacy Foundation, Inc., a public-benefit organization, is developing a GreenTech Center for Excellence to educate and train a new generation of green entrepreneurs -- and their employees -- at the Town Center Technology Park.

 

The proposed Town Center Technology Park will become the regional showcase for green technology innovation. The Greentech Center will showcase the latest renewable energy, water recycling, appliance efficiency, green transportation, agricultural, and food processing technologies and innovations.
